You can create a simple WebQuest with Filamentality - and it will already be online for your students to access.

Teacher WebQuest also has template that is free to use if you meet their requirements.

If you are comfortable editing webpages and placing them on a server, there is a one-page basic template or a series of frames-based webpage templates that you can start with.

There are also a series of alternate templates based on specific themes that might fit what you are planning.
