American Council on the Teaching of Foreign Languages (ACTFL)

ACTFL Performance Guidelines for K-12 Learners. The K-12 Guidelines describe performance standards in classroom settings for learners with Novice, Intermediate, and Pre-Advanced level language proficiency.

ACTFL Revised Proficiency Guidelines - Writing (Revised 2001) and ACTFL Revised Proficiency Guidelines - Speaking (Revised 1999). Other documents of interest are also available in the Download Library.

Standards for Foreign Language Learning: Executive Summary (1996). This document provides an overview of the 1996 national standards for foreign languages.

Standards for Foreign Language Learning in the 21st Century (1999) This document includes sample progress indicators and learning scenarios applying the standards to specific languages (Chinese, Classical Languages, French, German, Italian, Japanese, Portuguese, Russian, and Spanish). Foreign Language NAEP (National Assessment of Educational Progress)

The framework for the foreign language NAEP describes the alignment of the assessments with the National Standards. It includes sample tasks and rating criteria for performance tasks. This document serves as an excellent model for those interested in developing their own assessment framework. The Framework for the 2004 Foreign Language National Assessment of Educational Progress (Pre-Publication Edition) is available on the National Assessment Governing Board site in PDF format.

CARLA: Content-Based Learning Through Technology (CoBaLTT)

The CoBaLTT Project's World Wide Web resource center includes an instructional module with activities for learning about and applying the National Standards to teaching and assessment. Users are required to log in.

State Standards and Frameworks

TeacherUniverse, a part of the Riverdeep Family, has a Standards Locator with links to State standards in all subject areas. Select a state in the map and find the language standards link (language standards may be found under World Languages, Foreign Languages, Second Languages, or Languages other than English.)

The Nebraska Language Frameworks are aligned with the National Standards. In addition to the frameworks that include examples of classroom activities, the Foreign Language Frameworks Addendum includes sections on assessment, curriculum planning, strategies for diverse learners and teacher preparation.

Assessment options (teacher-made tests, portfolio, project, checklist, observation, performance, exhibition, demonstration, log/journal, and writing) are identified for each learning expectation in the Arkansas Language Curriculum Frameworks. Learning scenarios also include assessment suggestions. This document is in PDF format.

Resources related to assessment on the Illinois State Board of Education website include ILS Performance Descriptors and Classroom Assessments where sample assessments aligned to the Illinois Standards can be downloaded. Samples of student work at various levels are also provided. Note: the Illinois Foreign Language Standards vary from the National Standards.

The New Jersey Core Curriculum Content Standards for World Languages, developed by a cross-section of world language educators, build upon the National Standards for Language Learning in the 21st Century and incorporate current research. The New Jersey Standards were revised in 2003. The site also features a curriculum framework and an assessment section.

The North Carolina Public Schools site includes Oral Language Assessment in the Foreign Language Class (Planning, Conducting, and Managing), a guide to developing, administering, and evaluating oral assessments.

The Wisconsin Department of Public Instruction website offers the Wisconsin Model Academic Standards for Foreign Languages. This document is (available in PDF format or for purchase) includes performance standards, performance guidelines, sample tasks, and samples of student work at four levels: beginning, developing, transitioning, and refining. Wisconsin's language standards are aligned with the National Standards. Planning Curriculum in Learning World Languages is also available for purchase.
